Arma originally appeared as a kombatant in Mortal Kombat: Armageddon. He didn't have a backstory and was completely unoriginal. In the battle that takes place during the story, he dies in a struggle with a zombified Liu Kang. In the Mortal Kombat reboot, it's revealed that he's a mercenary from Outrealm . In the events of the Mortal Kombat X comic, he is granted powers by an unknown force. This allows him to summon weapons and armor at will from an endless inventory.
He doesn't speak or express emotion at all in his debut, so his personality is unknown. However, when he returns in Mortal Kombat, he acts in a nonchalant manner, only concerned with getting his job done. In Mortal Kombat X, he taunts his opponents, rarely taking most of them seriously.
Arma was originally supposed to be a cyborg with the power to transform his body parts into weapons, such as blades, guns, etc. The idea was scrapped for a ninja with the same powers. However, what happened was that in the original timeline, he was a failing mercenary with basic swordfighting and martial arts skills. In the alternate timeline, he gains success and ends up gaining powers from a powerful entity to summon weapons (Both generic and personal) from a form of magic inventory, and can create and enchant his own weapons.
His ability to summon weapons is similar to the Knight form of Requip magic used in the anime Fairy Tail, used by protagonist Erza Scarlet.
